3. Licensing or Certification

4. Responsible State Agency
The Washington State Department of Social and Health Services (DSHS) through Residential Care Services (RCS) acts as the regulatory body executing facility licensing, safety walkthroughs, and annual compliance surveys.
5. Application Process
Applicants must first complete state-approved orientation and administration courses.
6. Required Documentation
- Approved DSHS AFH License, local zoning sign-offs, and passed local building/fire safety inspection checklists
- Valid certificates of completion for the mandatory DSHS Orientation and the 54-Hour to 75-Hour AFH Administrator Training course
- An AFH Operational Policy Manual outlining admission screening, infection control, and current Medicaid acceptance policies
- Up-to-date Resident Rights sheets, written Succession Plans (per WAC 388-76-10201), and the official DSHS Residency Agreement form layout
- Completed DSHS Background Check Central Unit (BCCU) clearances for the provider, all staff, and any adult household members
- Verified certificates for standard general and professional liability insurance coverage.
7. Timeline for Approval
Completing the state prerequisites, training modules, and modifying the physical home takes roughly 1 to 3 months.
8. Pre-Application Process
Before submitting a licensing application, candidates must hold a high school diploma (or equivalent) and document at least 1,000 hours of verifiable caregiving experience using the DSHS Caregiving Experience Attestation form.
9. Pre-Application Training
Applicants must successfully finish the 54-Hour to 75-Hour DSHS-approved Adult Family Home Administrator Training class and hold valid CPR, First Aid, and Food Safety certifications.
10. Additional Notes
- The English Literacy Standard: Under WAC 388-76-10130, the provider, entity representative, and resident manager must be literate and communicate effectively in English to implement care plans and handle emergencies properly
- Mandatory Evacuation Drills: Homes must strictly conduct and document physical fire and emergency evacuation drills every two months to remain compliant with WAC safety inspections
- Expanded Capacity Rule: Under RCW 70.128.066, highly qualified six-bed homes with clean compliance histories and specialized structural assets can apply for a license expansion to care for up to seven or eight residents
- Waiver Funding Channels: AFH care is funded publicly through long-term care channels including the Community Options Program Entry System (COPES) waiver, Community First Choice (CFC), and the DDA Core waiver
