• All daily data logs must connect directly to the unique milestones defined in the participant's Individualized Plan of Care as managed by their independent case manager
• Habilitation provided in community locations must ensure participants have unhindered access to public spaces, control over their schedules, and opportunities for integrated socialization alongside non-disabled peers
