2. Regulations

3. Licensing or Certification

Operating agencies must secure formal Developmental Disabilities Initial Certification issued by the Wyoming Department of Health Home and Community-Based Services Section. 4. Responsible State Agency

The Wyoming Department of Health (WDH), through its Healthcare Financing Division and the Home and Community-Based Services Section, handles all policy and provider certification processes. Enrollment and billing registration are processed through the Wyoming Medicaid/Discover Your Provider (DyP) web portal hosted by HTG Technology Group.

5. Application Process

• Register the corporate entity with the Wyoming Secretary of State to establish legal business presence
• Obtain a Federal EIN and an agency Type 2 National Provider Identifier (NPI) via NPPES
• Request application access through the Wyoming Health Provider online portal
• Pass all required agency and individual staff background fingerprint clearings via the WDH background screening portal

8. Pre-Application Process

Prospective providers must form an LLC or Corporation via the Wyoming Secretary of State, buy comprehensive business insurance, and identify or secure a compliant residential property (accommodating 1 to 3 residents). Background checks and state portal accounts must be requested proactively, as inactive or unsubmitted portal applications are purged after 90 days.

9. Pre-Application Training

Wyoming enforces mandatory pre-service training via the state’s designated learning management platform. Agency administrators and Direct Support Professionals must pass specialized instructional tracks covering participant rights restrictions, incident notification processes, abuse/neglect prevention, and a comprehensive 9-module Medication Assistance Training certification, scoring at least 80% or higher.

10. Additional Notes

• 24/7 Residential Habilitation is an exclusive benefit under the Comprehensive Waiver, the standard Supports Waiver does not fund or cover continuous residential placements
• Any staff member involved in delivering medication support must keep their state-issued Medication Assistance Training certificate active and documented inline with Chapter 45 guidelines
• Provider-owned properties must guarantee participants fundamental rights, including keys to bedroom doors, choice of roommates, and unhindered community access in compliance with federal HCBS regulations
• Daily progress notes and monthly summaries must detail explicit links between daily care activities and the participant's person-centered Individualized Plan of Care goals to withstand state financial recoupment audits
