3. LICENSING & PROVIDER APPROVAL REQUIREMENTS

Prerequisites:

Register your business with the Delaware Division of Corporations

Obtain EIN from the IRS and NPI (Type 2)

Enroll as a Medicaid waiver provider (via DMAP) and/or contract with DSAAPD or DDDS

Maintain access to a commercial or licensed kitchen (your own or through a partner vendor)

Meet food safety requirements from the Delaware Division of Public Health (DPH)

Carry commercial liability and vehicle insurance

Implement HIPAA-compliant and secure delivery documentation processes

4. PROVIDER ENROLLMENT PROCESS

Step 1: Business Formation and Food Safety Compliance

Secure a licensed kitchen or subcontract with an approved vendor

Pass food safety inspection (if preparing meals in-house)

Step 2: Medicaid Enrollment via DMAP

Apply as a waiver service provider under the Lifespan Waiver (if applicable)

Submit business credentials, kitchen licensing (if applicable), and delivery protocols

Step 3: Apply to become a DSAAPD Meals Provider (if serving aging populations)

Respond to RFP or establish contracts directly with DSAAPD

Step 4: Coordinate with DDDS or care coordinators for referrals and authorization

6. STAFFING REQUIREMENTS

Requirements:

Background check and First Aid training

Ability to lift meal boxes and interact respectfully with vulnerable individuals

Role: Food Service Coordinator / Vendor Liaison
Requirements:

Knowledge of nutrition standards and food safety

Experience in meal planning and dietary accommodations

Training Requirements for All Staff:

HIPAA and confidentiality

Safe food handling and delivery documentation

Emergency response and wellness check protocols

Abuse prevention and mandatory reporting

7. MEDICAID WAIVER SERVICES

Home-Delivered Meals are reimbursed under:

Delaware Lifespan Waiver (administered by DDDS)

Delaware Medicaid (under state plan for limited populations)

Older Americans Act-funded meal services (via DSAAPD)

Approved providers may deliver:

Hot, frozen, or shelf-stable meals to participants’ homes

Wellness checks during delivery

Daily, weekly, or bi-weekly delivery options

Documentation of each delivery attempt and any concerns observed
